Back in the 70's and 80's, there was a spate of bomb attacks by various organisations, but largely the IRA and it's splinter groups. A tactic that was used more than once was to disguise a bomb as trash, and innocently drop it in a waste bin. The authorities eventually responded to this tactic by removing the waste bins in high-profile target areas, like airports and train stations. Dealing with terror threats is not a new phenomenon, unfortunately.<br /><br />By the way, it's "Cotswolds", not "Cottswalds". Lovely part of the world.
